Candidate Sites – Preferred Strategy Consultation
In accordance with the Council's approved Delivery Agreement and as a part of the pre-deposit stage of preparation, landowners, developers, and other interested parties were invited to nominate 'Candidate Sites' for potential inclusion within the emerging Neath Port Talbot Replacement Local Development Plan (RLDP).
The Candidate Sites Register (CSR) details the sites that have been submitted to the Council for consideration and potential inclusion into the RLDP. This CSR published for the Pre-deposit (Preferred Strategy) consultation contains the sites submitted during the 2022 Call for Sites, the 2023 Call for Sites and the 2023 Call for Urban Capacity sites.
Candidate Sites Register
The Candidate Sites Register itself is structured as follows:
- Sites submitted during the 2022 Call for Sites
- Sites submitted during the 2023 Call for Sites
- Sites submitted as part of the 2023 Call for Urban Capacity sites

Sites are listed by their Spatial Area (e.g. Dulais Valley). Due to the size of the document, it has been split into multiple sections:

Commenting on the Candidate Sites Register
As part of the Preferred Strategy consultation, interested parties can make representations on the submitted candidate sites using our online consultation form.

Please note that at this stage, the inclusion of a site in the Candidate Sites Register does not infer that a site will be allocated within the emerging RLDP, nor does it imply any preference of the Local Planning Authority regarding its merits.
Please note: In line with paragraph 5.6.5 of our Delivery Agreement any petitions received will be directed to the contact details of the person organising the petition. Individual acknowledgement will not be sent, and they will not automatically get added to the consultation database.

Proposing a new Candidate Site - 2024
If you would like to submit a new candidate site to us, please complete a New Candidate Site Submission to us via our online consultation portal.
The candidate site form sets out all the information we require to undertake a robust assessment. It is therefore important that you complete all sections of the form.
A separate candidate site form must be completed for each site. If alternative uses are proposed for the same site, a separate candidate site form will be required for each use.

Call for Candidate Sites 2023
The Call for Candidate Sites 2023 ran from 6th November until the 18th December 2023.
Duly made candidate site submissions have been incorporated into the Candidate Sites Register above.
Urban Capacity Study 2023
An Urban Capacity Study assesses the potential for new development within settlements. As part of the background evidence into the RLDP, an Urban Capacity Study was carried out in 2023 and was run alongside the 2023 Call for Candidate sites. These submissions have also been incorporated into the Candidate Sites Register above entitled, ‘2023 Call for Urban Capacity Sites’.
Call for Candidate Sites 2022
In spring 2022 we invited submissions from developers, landowners and the public for sites for new development, redevelopment or protection in the RLDP.
All candidate site submissions have been incorporated into the ‘Candidate Site Register’.
The 2022 Candidate Sites consulted on between 21st July 2022 to 22nd September 2022.
